Brief Bibliography

Frances Abele is Academic Director of the Carleton Centre for Community Innovation. A Professor and former Director of the School of Public Policy and Administration, she also previously directed the School’s Centre for Policy and Program Assessment. Dr. Abele’s research interests include Aboriginal-state relations, Aboriginal economic development, northern political economy, community development and training, and anti-racism policy. She is a former Co-Director of Research for the Royal Commission on Aboriginal Peoples, currently administers the Carleton Public Administration School’s on-site Certificate Program in Nunavut Public Service, and is leading a national research project on innovation in local governance for First Nations Governance Centre. Her other current activities include professional development teaching with community leaders at the Aboriginal Leadership Institute in Winnipeg, participation in a community-university research alliance on Dene culture, health and environment in the Northwest Territories, and, with the University of Victoria, research on the reforms necessary in federalism to enable the full implementation of various forms of Aboriginal self-government in Canada. Professor Abele has published scholarly articles and policy papers on Aboriginal political development, Aboriginal education, Aboriginal employment training, citizen engagement and the social union, and local governance of the National Capital Region. In 2002, Dr. Abele was awarded the Queen’s Golden Jubilee Medal for leadership in education and research.
